Certainly the more relevant the site content to yours the better. But it could also be information that is linked to your target market somehow. Subjects can branch out to many related topics and these sites can be used to build links on also by way of commenting on a blog or in a forums. Don't just do blatant promotions or make the comment like spam. Offer something of use and build a relationship with the site owner. This trust can benefit both of you.
